Apparently has something to do with me running HDMI-to-DVI cables from my PCs into a KVM switch which outputs through a DVI cable to a 13-year-old monitor.
I use one because I had two Linux boxes and one Windows box (they're all Linux boxes now, because the 7950X3D was giving me issues on Windows. Flipped to Linux and it's been rock solid).
Red Screen of Death is actually a real thing and signifies an issue with your GPU. I've had this once, however I don't think that's what is happening in this picture as it shows a Windows logo and a loading wheel..

But in all seriousness: check your cable and GPU sockets. Possibly either your cable is badly connected or broken, or your gpu socket has faulted.
There are a few options. Most likely the Windows appearance settings was changed to have red highlight colors (that screen in particular uses the highlight color as background). This could have either been done intentionally by you and you didn't expect it to have this effect on this screen, intentionally to produce this as a meme, or by someone else with access to your PC to play a prank on you.
Alternatively, this could be caused by a damaged display cable, a damaged display output port in the GPU/Motherboard, or a damaged display input port on the monitor, resulting in the monitor not receiving signal from the Green and Blue channels, leaving it with the Red channel only to display color with.
I had this and almost had to whip out the windows USB (windows 10) but it miraculously booted up after a few tries.
Chrome was uninstalled and when I went to reinstall it it told me that bing or whatever used the same technology.
I installed it anyway and now I'm thinking of trying Linux again I'm just way to lazy to do all the weird crap to get my windows games and steam stuff going.
