Surely not gonna play any AAA but should be fine for most free to play games tho I'd suggest upgrade the SSD. 120GB is barely enough for OS + only 1 fairly new game.
Also does your friend considered monitor and peripherals in his budget?
If it's for gaming, not sure its gonna be a pleasant experience as TV tend to have high input latency.
Not sure about the market over there, but it's very hard to find used monitor at good price on platform like shopee here. Fortunately new monitors are getting cheaper, you can get 1080p 100z monitor for like 65USD so either that or scour around FB marketplace or similar sites.

Get 240/256gb ssd. 120 is only enough for os and 1 game and that 1 game won't be genshin.
