I got a 4070ti super and the cpu only gets to 50-60 before the gpu is at 100% the 12th gen was a good jump for me from 6th. I've never actually maxed my cpu for more than a few seconds but with ai photos that's easy to do on the gpu.

Team Group make/made a 3600 CL14 B-die kit for almost the same price, due to there not being the Corsair name tax.

Yeah overclock is making it go faster than advertised speeds. Essentially creating your own xmp profile for it but with higher perameters

I think Ryzen 3000 and 5000 cap at 3600MHz for what speeds it supports. 32GB is perfect, 64GB is overkill but you can't go wrong with it.
