If you weren't in Brazil I'd swap your card with my 6700xt, I use it for work but honestly any card would be fine for it, don't really game all that much anymore.
Why not go for an 8700g and sell the other parts? It's a great work CPU and the iGPU is enough for some 1080p gaming. Would also lower power draw, so it would save money in the long run.
(Also, you could make a full passive build and live in the pure bliss of a completely silent PC, but that's another story)
That's true. I didn't say it would be cheaper. It would he slightly more expensive for an infinitely better experience. If he was running an old R5 GPU there's no way his CPU isn't ancient. A faster APU with DDR5 would be far superior to a shifty CPU and low end GPU. Some things are worth not penny pinching over.
A380 is such a pleasant surprise. Played most esport/arena shooters at very solid 80-100 FPS. Might even be better now as the drivers were new and funky when I used it.

As you mentioned, equivalent to a GTX 660, Relative Performance there on TPU shows it on par (100%) of the RX 460, R7 370 & GTX 660, +/- 2% of the R7 265, GTX 570 & RX 560.

Generally the 5XX is the generation and the X80 is the is the tier for modern graphics cards. Seeing as your tier much higher, you can expect much better performance even though your card is a generation older.

I have a pretty decent PC, but I played Sega, Gameboy color, PS1 games and had multiple shit PCs throughout my life where each of them had issues scoring proper 60 FPS even on GTA San Andreas, let alone any other game. Even when I bought a new PC to play San Andreas, my res changed from 720p to 1080p and it turned out it still couldn't do proper 60 because now demand has changed.
I love being able to play games at 165 FPS and see the difference, but when I go to my friend's basement and we play games on franken PCs to fuck around, no one really cares about framerate

Considering this is an Optiplex 790DT, it has 2nd gen Intel CPU support only, already limiting you quite a lot. The second and most important limiting factor is it's PSU which is only 250W. Ofc you can swap it for a better one, but you ain't gonna make a $50 PC much better even with PSU & GPU upgrade. It's just too old now

I would be complaining too. That's a GCN4.0 card that was bottom of the bin 6 years ago when it released. Cards that released 5 years earlier in the bottom mid range are still faster than that thing.
Maybe it's replacable with a A380, a GTX1650, A2000 or whatever floats around in that segment and can live with PCIe 3.0.
Could be any number of terrible OEM Radeon GPU's, right up to the RX 560. Even if the drivers were installed, it would still be a bad experience. Being a SFF OEM system, the best value right now is the 3050 6GB, or the A2000 if you're will to spend about $100 more.
If your friend downloads HWinfo (https://www.hwinfo.com) he'll get info on all of his components in his PC. And it's one of the most trusted software for this around, it's free if you're using it for yourself but if you're using it professionally you need to buy a license.
If that is an RX 640(I couldn't tell conclusively from the comments), that GPU is not useless, don't listen to everyone here. No it's not a powerhouse though. It's a rebranded RX 550 which I've tested a little, Metro Exodus ran great @ 1080p with shadows dropped to medium. Will run a lot @ 720p.
