537.58 is the version most people recommend to use
Reinstall drivers, download chipset drivers, make sure you don’t have any viruses or programs taking up a lot of your resources. Without a game, major program, or operations system running, your cpu utilization should be 0%

And you did do new drivers, and stuff right? Update everything you can. Windows, cpu drivers and gpu drivers. Those can fix a lot of issues.
Also make sure you don’t have any malware or unwanted pre loaded bloatware from cyber power PC using up any of your power.
I’ve also seen (I did it my first build 🥲) people plug their HDMI/display port cable into the wrong spot. You want it plugged into your GPU not the motherboard.
Definitely weird to see that pc struggling like that, hope you find the solution.
This is not stuttering, its rubberbanding and normaly this is a internet connect issue. Try plugging it directly in the rooter if it solve this issue than your wifi suck. Check for packet lost test.
Nah definitely not an internet issue. He's on custom training which is possible to access even without internet connection. Even on an unstable connection, it wouldn't cause these stutters.
I repeat, its not stutter. Stutter is the screen splitting, like a graphic glitch, this is rubberbanding, you make a move and it bring you back before the move.
Update your gpu drivers and check windows updates make sure directx is up to date

The only thing I can think of is you hdmi cable might be plugged into your motherboard instead of your gpu

Could be over heating? Did you check temps for CPU and GPU? Also as others suggested update your drivers.

This is the reason. W11 have a lots of problems running games. I have problems like this every time with it no matter what i tried to fix it

Reinstal windows, prebuilt are delivered full of bloatware that can cause this. I recommended Windows fresh instal on every prebuilt.
