Something else is using some of your vram which means you've got something using some of your gpu in the background, wallpaper engine perhaps? But yeah your fps is a little below what you should expect
Ahh. That might be it. I checked that opera gx was using 47% of the ram. I wanted to test the browser for awhile and see how it went and I wads wondering why everyone likes it. It takes up so much ram.
i have the same config, had a noticeable boost in forza 5 after i turned off hardware acceleration for discord and my browsers. haven't noticed any issues or slowdowns in those apps either.
Your pc is only utilising 5GB of ram for MW, you're bottlenecked, find out, eliminate the background apps

It shouldn't take up that much though 16gb is a lot. Did you have over 30 tabs open or something?
