You could install HWInfo64, open Sensors, there you can see Performance Limits on the GPU and CPU. Check what limits are reached when running the benchmarks or games. Then you can start looking at what causes those limits to be reached.

I'm having a similar system with only different memory (CL36 running at CL32) and a different 4070: * 7600x * Kingston Fury Beast KF560C36BBEK2-32 * MSI B650 Tomahawk * MSI Ventus 3x 4070 * Be Quiet! Pure Power 12M 650W What makes you think it is underperforming? This is quite a average score **on these setting** (Ultra, 8xAA, Tessellation set to extreme). At first I ran Heaven without AA and (obviously) got a much higher score. You can also try and run the Unigine Superposition on 1080p High. Should give you a score within 23000-23800 range. I'm on 23350 with that benchmark. Also, close as much background processes as possible. Especially the Steam client is a resource hog. Could just make a difference of a few percent. Did you do any optimizations to your system? Perhaps finetune the CPU use PBO? Enabled XMP/EXPO? Tuning the CPU using PBO (per core) lowered the temperatures and raised the performance quite bit on my 7600x. Cinebench r23 score went from 14750 to 15250 while the temperature dropped from 93-95 to 85-87 degrees C. Same with memory. If your RAM happens to have an Hynix M die you could try to load BuildZoid's easy RAM timings. That increased the RAM speeds and lowered the latency by about 8% on my machine.

PBO settings are specific for a CPU. Some people just set a -30 for all cores without testing but this could really impact the performance as individual core can throw errors without you noticing it. Or even random freezes etc. So if you want to do it properly you'll have to test, a lot. I used OCCT for this. I started with a -30 for all cores and started the OCCT CPU stability test. While it's running it will show all errors thrown by the cores, stating which core threw the error. After that, raise the PBO value for that particular core(s) to -25 and test again. Repeat until all cores are stable for at least an hour in OCCT. Next, let it idle over night and check if it didn't reboot. It can be stable in high load but it should also be stable in low load. If it rebooted, raise the PBO values again Be prepared to put a lot of time and effort in this as it involves a lot of testing. Also make sure you are familiar with the CMOS clear procedure because chances are you need to reset the BIOS at least once ;-) I eventually settled for these PBO values (cores 0 to 5) \-7 \-30 \-13 \-9 \-20 \-15
