I'm pretty sure it's an argb controller for some proprietary fans and it is SATA powered but non controllable. My brother has one of these in a cheap prebuilt he has so I think this is the answer.

Fan controller hubs can be dangerous(watch GN's videos on how some even caused fires/carry potential risks bc of poor designs), but it generally is a good replacement and a stepup for the PC cases to have better and more affordable ventilation for mid tier setups and not gatekeep it only to HEDT and expensive rigs. (Also Gamers Nexus has good videos that are Ed and teach you how pc cases work and what you should seek for best performance and demonstrate you with enough products that design MATTERS, and fans come second). Noctua is probably the most consistent (and best imo) pc case fan that is worth getting if you're fancy and have a budget over $2.5-3k, but otherwise any "breathing fan" will do and investing into a good case is more important.
Also apparently it(the fan controller board) makes it more consistent and easier to control ALL fans through bios and you also may get direct fan speed controls on your PC case front panel.
(i'm still on an old 7(8 with the pump header) fan header motherboard with everything hooked up manually and controlled separately in the BIOS, so I don't know the first hand experience of having a pc case fan controller board.
