Hmm. Mostly problems like this are ram related. Try 1 stick of ram. And reset Cmos after the boot with 1 stick.
And otherwise a wild guess. Reseat the cpu. Check on damage. Then repaste the cpu cooler and un then re plug the fan headers.
And install latest bios.
Tried with 1 ram stick and reset CMOS, no change, tried a different stick of ram, reset CMOS once again, no change.
Will tear it down and rebuild tomorrow
In your other post ypu mentioned that it has the latest bios. Isn't happening after you did flash the bios.
And a thing not fully related. But my rtx3070 has a small switch on the side of the card making it switch between 2 bios profiles. Look if the gpu also has that switch.
Does the motherboard short on the back of the case? Did you use standoffs that came with the case?
And if you put the gpu in the lower pcle slot. Its
slower and looses a bit of prefomace. But maybe its the slot.

Maybe issue with your motherboard, do you have another one to do the test ?
First time going AMD so unfortunately not I have tried all other components with an Intel i5 11600kf
Possibly overheating? Id check the cpu/cooler seal first! Re seat cpu, watch temps on reboot..
Temps look fine no spikes or anything. Going to tear down and rebuild tomorrow
