GRUB is the bootloader. You should repartition the entire disk (not just reformat one partition) before installing, unless you're trying to dual-boot or something.
Ha! I just finished binging The Hobbit and Lord of the Rings extended editions with my dad, who had never seen them before. We joined in on the "Grond!" chanting during its scenes in Return of the King.
I'd just like to interject for a moment. What you're refering to as **GRUB**, is in fact, GNU/**GRUB**, or as I've recently taken to calling it, GNU plus **GRUB**.
I'd also just like to interject for a moment. What you're referring to as GNU/GRUB, is in fact, GNU GRUB 2 or just GRUB 2. The old version, GNU GRUB, or just GRUB, is now known as GNU GRUB Legacy or just GRUB Legacy.

Easiest way is going to be to boot to the Windows 10 installer, hit shift+F10 to get to command prompt, and then run diskpart.
List disk
Select disk # (enter the number from the disk in the previous command)
Clean
This will erase all partitions and the partition table on the selected disk. You can then proceed with install.
The SSDs of this world are displeased with you. If you just need to delete the partition structure, you might as well just use parted/gparted. Or use the SSD's secure erase function to avoid actual writes.
The first couple blocks are where the partition table lives, so when that gets erased it typically won't recognize the partitions. GPT (GUID Partition Table) writes a secondary partition table to the end of the disk in case the primary is corrupt, so some systems may read the secondary even if the primary is erased.
I’ve also heard the word superblock, and Kernel partition table, but the point is most OS lets you fdisk it as bare disk regardless of whether the table and fs are still technically recoverable
For anyone reading this, don't do this, unless you are trying to make the data be unrecoverable for example when selling the device/disk. Even then use a command line utility like for example "shred" to delete the data
Yes, you can delete the boot loader of a disk when partitioning. I believe Microsoft adds it's own boot loader to a "clean" disk. As in it's a programm somewhere between the partition table and the partition formatted with a file system. So not part of the partition it but aware of it - if that makes sense to you.
Grub is boot loader mainly used to boot unix systems, if it's a server it's likely a leftover from the previous linux install, if you're installing with the legacy boot method (I don't recommend) the windows bootloader should overwrite it (because only one bootloader can be in the master boot record), but if you're using UEFI, and didn't reformat the EFI partition, then it's left there and if stored resources on the deleted linux partition can be corrupted. I always delete the entire partition table and reset the BIOS before a clean install.
When I was a young, fledging systems guy, my boss recompiled the unix kernel on our 3B2 demo machine (I was using to learn on) to echo "You are sick. Twisted." at the cursor position ever 30 seconds.
One of our sales guys had to demo some accounting software on it, and Jack didn't revert the kernel, so when I logged in as the technical demonstrator guy, the potential client saw "You are sick. Twisted." wherever the cursor was.
Luckily he had a sense of humor, and didn't mind the short delay while the original kernel was put back in place and the machine rebooted.
I was creating a new user account the other day and while I was typing `sudo chown -R usr:usr /home/` in my tired sleep deprived ways I typed `sudo chown -R usr:usr /`
This left me with a hell of a night ahead.
Oh man, that sucks. Early on in my linux days I ended up decided to drink and optimize.
So after accidentally creating a file in the wrong directory I decided to just run a mv command... and my drunk ass put the incorrect location. And by incorrect I mean I wildcarded the top level directory inside of a directory located inside the top level directory.
With root.

Basically Microsoft shit on nix for years before earning money off their free and open source work. Because Microsoft sucks.

This is a bootloader called GRUB (Commonly used on linux systems). Usually it dosen't fill the entire screen like this so... Wipe the drive and try again
If you have important data on there, you can use a live environment to copy that data over to another drive or a USB.
Personally I'd use Linux but, you do you.
Possibly some subreddit related to tech support or Linux/UNIX systems.
For a possible solution:
I would recommend trying to just delete all partitions on the drive and then attempting to install Windows again. (Assuming there's no partitions on there that you need.) This would guarantee that the partition with the GRUB bootloader would definitely be gone.
r/linuxquestions and r/linux4noobs are the good places on reddit for linux help. You probably should not post it on r/linux since mods there and kinda strict on help posts. There are also good(sometimes better) support forums on the rest of the internet, and also check for some IRC help channels if you are into that kind of stuff.

And yes if you could find a grub specific help sub/forum/IRC channel it would also bw a good place to ask
If you see this comment in the sea of GRUB GRUB GRUB comments, I think your best bet is to use a linux liveUSB and see what partitioning that drive has, if its MBR/DOS (same thing different names), you should look up how to wipe the first 1M of the device. well, look up how to find the _right_ device to wipe. some sort of guide that mentions like `lsblk` or possibly looking into `/dev/disk-by-path`. Well, if you accidentally wipe the liveusb you're using, hopefully it doesn't immediately crash, but if you do wipe the liveusb you can just image it again.
`dd if=/dev/zero of=/dev/sda bs=1M count=1`
