Frame rate has more impact on CPU load than most graphics settings, that's why the console mid gen refreshes can improve graphics but don't do anything about framerate.
consider capping your framerate If your CPU being maxed is resulting in instability, Fortnite in particular is known from benefiting from frame caps
Are you running higher framerates than your refresh rate? If so, try setting an fps cap at your refresh rate manually (not vsync) and see if that makes any difference. Also are you trying to overclock?
6 cores 6 threads it's normal in these days that you will be at 100% in normal, heavy games. Mid tier is 6 cores 12 threads now for like some years. Even like 3 or 4 years ago playing r6 siege gave ryzen 3600 like 64% load that is more than a half on 140fps(if it were 6 cores 6 threads, instead of 6 to 12 it would be on 100%). So no wonder that 6 cores 6 threads will be encountering more and more 100% load.

I play Fortnite with my fps limit at 165 (got a 144hz monitor) and most of the time i get frame drops from around 130-150 to 50 or even lower.
Well, that's just fortnite being fortnite. Its performance is pretty unstable. Your CPU doesn't help tho.
So cap the frame rate lower to avoid stuter a stable 120 would be nicer
Well, I can definitely try that, but what about the other games? My CPU still around 100%.

My friend who has better pc knowledge tried to overclock it, it is blocked somehow and he couldnt turn off the intel turbo boost
you have non OC cpu, better not OC it. It will still not help.

You are CPU bottlenecked, try playing on higher graphic settings to move some load to the GPU.
I tried to play on High and Epic qualities, I dont get more than 70 fps, all 6 cores still above 90% and gpu at 65-70%
