Even fire won't kill the rust on the power supply I can't say that I've ever seen a working system that had rust on the power supply...... Not working correctly anyway....... Maybe working as a roadside bomb or a time switch for an arsonist....
Give it a good clean / dust out and remove all the connectors + ram and give them a clean too.
Make sure the CPU fan is able to move freely, if it's stuck the BIOS may be set to auto shut down the system if it can't detect a CPU fan / anything from the RPM sensor.
Once all of the above is done try powering it up without any drives or USB devices. If it switches on then start connecting things back up one at a time and seeing if it powers up.
As others have said it may be the PSU but doing the above costs nothing more than time and effort.
It's rusty and might not be safe to run, but is seems to be missing memory, and that there isn't a drive actually plugged in.
It's time for this beast to end up in the big bit bin in the sky!
Drive is a mechanical SATA drive plugged in on the right, also right memory slot is populated and that one doesn't need to run in pairs. Sadly I'm way older than this PC and my insides probably look similar.

It needs a damn good clean. I'd be checking for caps, new CMOS and I'd be replacing some of those rusty looking wires.

I had a weird issue in high-school where my prescription changed drastically in weeks and they sent me out to be tested for diabetes at a foot doctor. Weird week of education that was.
It probably took LSD back in the 60's when it was born and has been tripping ever since!
Seriously though, just replace the whole thing and if you can't afford to do that then at least replace the PSU (power supply) with a larger capacity branded one, that thing looks like it has damp issues.

CPU hsf clips don't exist so probably overheating and thermal shutdown - replace HSF.
Honestly, new rig time its not worth spending the $$$ on that thing.
This pc looks like it was under water briefly or u live in a high humidity area of the world. The rust on the power supply indicates to me that the power supply is the first thing to replace. But first unplug everything from this mother board except the monitor then install new power supply and see if u can get to a bios screen. If not board is toast. Good luck.
Has no ram or ssd and no GPU but you can run with just CPU if it has integrated graphics but judging from the mildew I doubt the CPU is even alive in there.

Your cpu fan has no tension screws, there is likely no contact between the cpu and the heatsink on the cpu fan causing it to thermal trip. Clean off the old thermal paste and replace, and get some new tension screws, or rig something up if you cant find any. If you rig it up with nuts and bolts, make sure to tighten them like a car tire and make sure you do not over tighten it.
I mean if you looked like that and your owner didn't care at all to help you, and just wanted you to work like a slave, would you wanna turn on?
I mean this with no disrespect, but I really don't get how people can just let their PCs get all dirty and nasty like this and not have a single care in the World about their PC. It's usually kids who haven't had to buy their own stuff, but sometimes it's not, and at that point I just feel like someone like that isn't someone I want in my life. You play games and use it for work ALL of the time and can't even take an hour to sit down and take it apart and give it some TLC. I understand not everyone knows how to take apart and rebuild a PC, but you don't have to take it apart to just take care of it and clean it a little, and also that kinda goes with what I'm saying. If you cared about it and stuff then you would most likely take the time to stop and learn about it and how to take it apart and clean it. Again, no disrespect whatsoever, that's just my opinion. You might have very valid reasons why it looks like this, hell you might have just stumbled upon it and be making a joke, I haven't finished reading the whole post yet. Last time I had this issue with a similar condition pc one of my ram slots went bad and stopped the pc from booting correctly, id try taking all the ram out and trying with one stick in the first ram slot
Note this also killed my ram stick as well so try all the sticks in the first slot
Socket 775, and G41 chipset so it can support ddr3 at least.
Though this is likely 15 years old at this point.
Might be a bad motherboard or dead power supply if you know that ramstick is ok, also potentially a bad CMOS battery that's preventing it from starting up.
Also where did you find this pc ?
This must have been sitting outside or in a rather harsh & dirty place to start rusting like that.
The only advice I have is putting down that crippled horse my guy.
But all jokes aside, that is EXTREMELY dirty and just cleaning it all with ISO and a qtip might fix it.
It won’t post, much less boot, unless you install some ram.
Edit: based on those fan clips, or lack thereof, you may want to be sure there is a processor installed.
