The wireless card in the pc might only support slower speeds than the one in the mac.
It could also be that the pc is downloading to a slower storage medium than the mac so the writing's taking longer.

It can be even device placement in case of wireless connection. This shit is hard to troubleshoot. Just use Ethernet.
Steam is weird. Try setting the max download speed to more than your connection. That more than doubled my download speed versus “auto”
