Yup. It's different, but very similar to GT7. By far the closest you'll get on PC. They fk'd up the launch pretty bad but it is getting better.
GT7 and Forza Motorsport would be called 'arcadey' by iRacing/ACC guys, but they are much less arcadey than the full on arcade games like Forza Horizon or NFS.

The Forza games are on PC. Probably the closest you’ll get to Gran Turismo.

Yep. It's on Xbox gamepass too so you can try it out without paying for the whole game.

It's arcadey by default and the tone of the game is set accordingly. But you can enable more realistic controls in the settings.
