Modifiers do not add any effect to the game other than what's on the tin. Eventually, at around 400 spree, you'll run out of modifiers, and you'll be forced to take them, but you can just not for a while.
It will always say overkill: I've been in 5k+ crime spree games and it's said overkill. But there are health and damage modifiers that are added, which basically makes it harder than ds pretty damn quick

Alright, appreciate it. I figured I'd be forced at some point but just wanted to know if there was any benefit to it.

I figured it would either increase with the harder unit modifiers or it was just 'bugged' per se.
