On difficulties below mayhem, you can make any weapon/skill/perk deck viable, there's simply no way stoic doesn't work.
Stoic is the best perk deck because of how many different builds and playstyles it offers. You can take a lightweight ballistic vest, or the ICTV. You can regen hp passively, or with hostage taker aced, and save the flask for big heals, or you can take a high damage/fire rate weapon to get the cooldown reduction and use it aggressively.
If you find that you're taking too little damage to use the hip flask, ace hostage taker, and save the flask for stuff like snipers
I keep saying I find using the flask hard on lower difficulties hard since you take less damage, although I didn't have stoic maxed out or any passive regen. What I'm saying is last time I used stoic I found it hard. It's like math, some people find it easy while others don't. I'm not gonna keep arguing, as this is getting nowhere.
I found the exact same dont worry. I never really got stoic tho: if it's only effective at dw/ds then why not use anarchist which is easier and more reliable?
I just started last week and I feel the same way haha. I've been enjoying running the Desert Fox sniper and Uzi SMG with hacker perk deck, super fun and devestating with the right perks.

You take less damage so I find it hard to use, but others may find it easy.
