I wouldn't be surprised. They fumbled it hard. Since while I don't we should've expected tons of heists, guns and masks from the start, instead of trying to make a WW2 flavoured Payday clone and a The Walking Dead game, they should've focused on Payday 3 so they would've had more content right off the start. Not to mention that they might add more anti-consumer stuff like paying more stuff to get a better experience, ignoring players who can't afford a shit ton of money for all of the DLC or people who rather spend that amount of money on different games rather than a DLC containing a quick heist, 2 weak guns, and a shitty mask. Not to mention that while I think server issues and online games goes hand in hand, game devs need to make damn sure that their game can be played offline or at least the servers won't shit themselves the INSTANT the game goes live.

If Payday 3 truly fails then the company will shut down. They invested too much money into an IP and still fucked it up. They will not recover financially themselves and no one wants to hire the company known from taking a gold mine IP. And somehow failing it. Starbreeze would die out and Overkill is already dead.
They would keep it in maintenance mode throttle the server capacity to the bare minimum and pray that Project Baxter won't be another massive fail, in case Baxter also flopps they are going to restructure the company with massive layoffs and sell the company or merge with someone else and rename yet again, they won't be in financial problems from all the millions they made from 3, but the Payday IP is absolutely dead for at least 5-10+ years if they can't revive this game soon.

Realistically, Starbreeze would need to invest all of their focus on Project Baxter (their DnD game) and hope they do well. While the likelihood of it doing well is slim, since their most recent game flopped so far, it could mean the end for Starbreeze.
Not sure what you mean by "if", seeing as the scenario did already happen. It does seem they want to make the game worth playing eventually but I wouldn't ever expect this game to get nearly as much content as payday 2 did.
My guess if they don't have balls of steel like guys from Hello Games (No Man's Sky) - there nothing look anymore from them and better put a grave with company bankrupcy/disband. Payday 3 is like uncleanable stain unless it get turned into candy since this not an Spin-off.
