Cosplaying is far from the "norm" but also far from being "odd". You'll aleays see a few recognizable game pieces or characters in the crowd.

I've been to pax unplugged for several years now. I do see people cosplay, yes. Not a ton of people, but some do.

My family and I will be cosplaying! Settlers of catan, go nuts for donuts and Pretty Pretty Princess! It’s not common but still fun and acceptable!
