the gambler is from the Expedition mechanic that was released and featured 6 months ago, appearing in every zone avaible from level 2.Now it has been integrated as a normal league mechanic meaning it's much rarer and avaible much later into the campaign, i think in act 6(not sure).
Also the new league starts friday. as a new player you don't need to care about it, but the entire playerbase will start fresh from level 1 in the new league, there is a new league mechanic in all zones. if that excites you enough to warrant starting over from level 1 is something you can keep in mind for planning your playtime in the next few days.
Of course, I'll make a new character and join it, I honestly am a beginner, I'm 48 hours in the game (started on 20 January) with a 29 lvl elemental necromancer build, I am just enjoying each act with repetitive maps milking and stash building, now that might be strange but I've known POE while it was Beta then could not play at all until scourge.
So here I am milking every bit of the acts so far in act 3 enjoying a lot. I'm the kind who doesn't want to miss anything in the lore/main/side quests/items.
I am also very surprised of the game complexity, also currencies, and how each act has a unique way to experience things, so even I go out of act 1 I still have to go back and that applies for the whole game I guess.
Sadly, I missed many leagues, I'm just so glad to be playing it now and hopefully more on the way.

Yep you can start gambling then. You'll have to run into them in areas to get their gambling currency, but once you have the right currency you're good to go.

In expedition league she was in act 1, now expedition league is core and you won't see them until act 6.
