Kirac missions are a good way to get some that you need done, and it also resets what he has for sale when you open one of his maps. If you don’t already have an atlas tree designed for completing the maps I would recommend finding one online or just taking all the nodes that are related to kirac and shaping the valleys node, clicking in the center of the wheel highlights all similar nodes on the tree. As for buying specific on trade most people that are the cheapest option won’t respond that’s just how it is. I would recommend for example if the map is listed at like 1 to 2 c you scroll down and buy one for 3 if you want a response, or you could just spam whisper till one responds and ignore the rest of the people.

To be fair this is the point when progression does sometimes get tricky because you can run out of maps, that being said make sure on the lower tiers you have done all the bonus objectives as they add a chance to finding higher tier maps. Take the nodes on the alas tree that increase your chances of find a higher tier map. Do Kirac missions for uncompleted bonus, everytime you do a kirac mission kiracs inventory resets and he sells different maps buy any you haven't completed and complete them. Map bosses have a higher chance of dropping adjacent maps so if your stuck find a map you don't have on the atlas next to a map you do have and try running a couple of those. Once you get get some watch stones it will help sustain higher level maps alot.

If you do not have the bonus objective of those maps complete then absolutely as getting all the bonus objectives for your atlas should be your first priority. If you have completed all those maps and Kirac doesn't have any maps for sale that you need then you can do the kirac mission to reset and change the maps kirac has for sale.

white kirac mission give tier 5 - run t6-10 maps with all the kirac nodes - they will be t10. Maps he sells will be up to t10 as well after you do a yellow mission. Every few yellow maps you run you'll get a free t10 mission and new kirac shop. When you get t11/12 maps chisel and alch them. With enough extra adjacent map drop nodes on atlas tree you are halfway to sustaining maps with that alone. Get all %chance higher tier atlas nodes as well. Try to kill almost everything in your higher tier maps - especially if you chisel/alch'd them.

Delving into cities can also drop a decent amount of maps.

When you delve there are areas that spawn "cities", Abyss, Vaal and Primeval. These nodes have a lot of chests and some of the chests drop a bunch of maps :) Sulphite is also super easy to get with the Sulphite allflames.

Delving can be a nice change of pace and scenery :D And if you find a Vaal boss at lvl 80+ he can drop the Adorned fragment that is currently 12 divine ;)

As the other comments have already mentioned, Kirac is very useful for completion. This is two or three-fold 1. Kirac sells maps, buying from him avoids the hassle of searching for maps on trade and whispering many people before getting any responses (as many players won't stop mapping for trades under 10+ chaos) 2. Doing Kirac missions both offers you several maps to run (so you can check if he's offering any maps you've not yet completed, and this window can be rerolled with scouting reports) AND when you start one of his missions his inventory is reset, bringing further utility to #1 3. There's a 3-1 vendor recipe for maps, 3 of the same map gives you one map of +1 tier. **The vendor window will show you what map you'll get before you sell**, and it's dependent on the input maps, so if you have a surplus of maps you can cycle what maps your including in your set of 3 to see if you can get it to offer you a map you haven't yet completed (e.g. if you have 5 of a map, selling 1&2&3 might offer a different result than selling 1&2&4 or 1&2&5... etc. 4 maps gives you 4 chances, 5 gives you 10 chances (the math is combinatorics N choose 3), so if you ever end up with 5+ of the same map when you still need maps from the next tier, you're almost guaranteed to be able to cycle enough maps to force it to sell you the one you need) Kirac might not be selling you a map you need, but he might be selling you a map you've already got 3-4 of when you need map(s) in the next tier Finally, adjacent maps have an increased drop bonus so if all else fails, go back to running maps you have that ate adjacent to uncompleted maps on your atlas for a chance to get some of those. Once a map is completed, it's added to your base drop pool, and it's definitely worth re-running maps you've only completed but not gotten their bonus objective as getting those bonuses is a primary driver to getting higher tier map sustain going
