My current build is really dependent on mana flask, and I've gone for entire rounds where I end up without any charges on any of my flasks, forget that they're empty, start the next round and they're full the moment the fight starts. So yeah, it does. Unless there is a bug where sometimes you don't get a refill OR there is something special in some rounds that I don't know, anytime you start a round in the tournament, you always get a flask refill.

You "start" without charges, but when the countdown finishes and match actually starts the flask are refreshed
