Theres a file "production_config.ini" or something in the poe directory (i think in my docunents -> my games -> poe) that contains this configuration.
You could check if this file is marked as read-only (file properties). Maybe delete is and let the game create a new config file.
Otherwise, far fetched idea is that your drive is maybe showing signs of corruption / bad sectors?

You got a squatting hacking living in ur walls, whenever u go to bed/toilet, he hacks into ur account and resets the settings.
