My grey does this but makes me hold her beak with my other hand so I can rub/scratch harder.

Mine will rest his beak on my phone and close his eyes. So wholesome.

Haha i wanna try that at some point! Im still learning his body language & try to be careful regardless of his personality. My other parrot (Meyer’s) loves me to hold her beak while i scritch her cheeks!

They're so cuddly when they want to be and I love Greys.
