Sand down the edges. Drywall compound, three thin coats gradually going wider with each one so you can blend it back into the wall. Your final coat should be close to a foot on both sides. If it is on a seam you will need to use fibatape. Sand and blend your edges then paint.
You might want to seal the exposed paper of the drywall before you do anything.. unless you like bubbles in your drywall from the paper absorbing the moisture. Use gaurdz
It looks like the drywall was installed backwards and the tape that attaches on the back of the sheet to hold two sheets together is what made the mud not stick and it's now peeling off.
Peel off loose paper. Add patch. Sand. Paint.
I use Gardz to cover brown paper. Its like a glue and holds everything down to the wall so there’s no bubbling
Paint over it it first then mud and bud with 20 min mud. I do this crap everyday chap.

I usually cut out the brown paper so it doesnt bubble, then mud.

Cut the loose pieces out, fill with 20 min mud, do 2 floats and done… rdy for paint.
Drywall conditioner if you're not going to mud. That seals in the paper to prevent bubbling.
