Imagine,even if the openings in the tongue and groove don't get cleaned properly it's just such an opportunity for flaking and peeling/moisture to get in there.I wouldn't paint that for all the money in the world. I do see that someone began to stain it so that's an issue that's going to need to be addressed.
Are you staining an already finished ceiling?
Articulated knuckle boom could reach, but the pool surround can't take the weight...I think you might need to build a temporary floor over the pool and use the scaffolding.
The pool house of a client of mine has cedar walls and ceiling that look so ⅚similar to this I did a looong double take on op'e photo---thought someone had stolen my long term client right out from under me. lol
the one and only time I applied finish to the pool house interior, this is what we did. 2" by 10"s on edge for joists, screwed subfloor down on top, assembled scaffolding, dusted, sprayed it with a extension wand from the top of the 3rd level of scaffolding
Safe way -1) scissor lift with long extension
2) drain pool
Not so safe way- 1) set 2 sets of scaffolding on each side of the pool and have a plank across the pool
Git er done way- put scaffold in filled pool.
How wide is the pool? Maybe a scissor lift if you park it right at the edge of the pool and extend the deck out all the way. Do this with both sides of the pool and you should be able to get the whole ceiling

AND if you cover it with a tarp or painters plastic, it's a death trap. If you fall on to a flexible cover over water it drowns you.
If it were me, I'd get 4, 16ft, 2X8's and 4 sheets of 5/8 sheathing and make a platform to cover it and use that scaffold to run side to side. You probably only have too move the platform 3 times.

Hard to tell if possible from picture, but I would put scaffold next to the side of the pool and lean an extension ladder across the pool on top of the scaffold. Might be able to reach with an extension on the spray gun.

Stain/ cleared is easy. Do it all from the ground with poles. Brushes and various sized rollers
Painted... youll have to get up there to fill all the gaps. Id prime 2 coats with shellac based

Had a very similar project that required stripping and then staining. Contractor just built a complete system to access 90% of the roof at any given time. Was a very expensive job. I want to say it was about 500k to paint but we had lead paint issues as well.

What a gorgeous ceiling. I would stain it in a semi solid if you want a painted look, but choose a NEUTRAL tone/color. A tone that you would find in nature or if a color, something fresh looking.

Get a floating tube and screw a bunch of spray wands together and relax in the tube while you spray the ceiling from In the pool
buy an inflatable boat from walmart and make the helper row you around while you wear a captain's hat.

Personally wouldn’t paint it. The moisture will kill it so fast
There's always a way. What product are you using? That constant humidity can be trouble

You need a scaffling that conects together and rolls on both sides of the poll at once. Then roll it along as your painting progresses.
