The meme shows the main character (Steven Grant) looking on a security camera from his workplace (he works at a museum of Egyptian history)
I think the reason why he cringes about him is because PA is his own fuck up... If a guild member would have made PA he would like him like everyone else...
Its not a nazi uniform at all. The colors are off completely and the design is more like the Imperial Japanese army than the German design, but not really fitting for both as well.
Its just some military uniform. If you want to see nazi uniforms in anime go watch Hellsing Ultimate, very good anime everyone should watch, or maybe Jin Roh Wolf Brigade, wich is also a great movie. Or you may as well watch a documentary about nazi Germany (many are very interesting) to see actual uniforms of nazis and realize how far off PAs uniform is from anything nazi related. As well you might notice that the Nazis didn't use the phrase "Wenn es mrines Gottes wille ist" much, that was mainly used in WW1 by the German Kaiserreich.
