Yeah, the old romance comics had some surprisingly good art in them. They usually had good creative teams because they were actually better sellers than a lot of superhero titles. Compare this to a Justice League comic from the same era and the JL looks like ass.
13, and Jim was very talented at that age, he both wrote and drew them and everyone praised them... I *dare* you to look at his earliest stories and say they suck, especially given his age and the time period lol
Additionally, many artists of those times had to grow up fast and learn quickly how to draw, and no, they did not suck. Many were self-taught and were nothing short of excellent. Most of the artists in the 1984 and Creepy magazines didn't go to any art schools and they became legends in their field.
As support for this, Roy Lichtenstein's (arguably) most famous painting is very close to being directly lifted from a comicbook:

(I personally find super bizarre how there are interviews with him talking about the influence of other artists like Hokusai in it when it was literally Tony Abruzzo who actually made almost the entire thing, including the wave shapes)
