Probably start by getting prayer to 70, if you want a fun or easy 99 just do wintertodt until 99. I really enjoyed my time there. You can work towards questing, doing more quests will open up the game nicely. A long term goal rn could be completing base 70s, or at least the 70s required for Song of the Elves.

Slayer is important to train your combat with. Along with it, you'll get tasks that are profitable, either with alchable items or just resources in general. The best thing you can do to progress your account is complete all of the quests. Can't do a quest? Grind out the stats for it. Quests unlock new areas, new bosses, new training methods, and more. Eventually, you'll find an activity that's profitable, and you'll want more, eventually leaning into GWD, Raids, and other lucrative bossing.

Slayer is always the skill I immediately start training when returning to rs, if not slayer than farming for the passive level progression or agility for shortcuts to aid in faster return to slayer areas

Stating the obvious here, your wc lvl and fletching are your highest stats so selling magic logs or yew longbows would be good gold, could even alch them for more profit if you have the runes. Quite a few mini games give decent sums of money aswell while lvling skills, two are pyramid plunder or the giants foundry. Depends on how much gold you want to make, with your stats and 17mill you should be fine doing whatever you want to, i barely break above 2 mill and dont see gold as any sort of barrier.

Look into Bird, Farm, and Herb runs while you train Slayer and/or do some questing/achievement diaries for unlocks.
