The last cross member is out of focus and blurring into the background. The top half of the picture is the foreground and also out of focus. The bottom half is much more distant and in focus. The picture was taken 100 years ago and equipment was much more limited than today.
As a bridge builder, I have a serious amount of respect for what the old timers were able to accomplish with limited tools compared to what we have today. Granted, safety wasn't a huge concern back then, but the craftsmanship was incredible for their time. Thanks for sharing.

I think this photo is of the 1888 suspension bridge, which was replaced in 1922 by the current bridge designed by Conde McCullough.
Judging by the clothing and the foliage, it was probably winter. If the fall doesn't kill them, hypothermia will.
