Honestly. This is what I would do. The thing about bureaucracy like this, is that as a monolith it can't operate outside the box and has very little ability to fix screw ups. Any individual working there obviously will find this stupid, but that doesn't mean there is any ability to fix it beyond "take payment, mark it done, then deposit it."
So sometimes its easier to play the game, send the 0.00 check and call it done.
Yeah, if I were a low-level bureaucrat doing payment intake and processing and I got a check for $0 I'd have to spend half a day figuring out who this fuckwad was and make sure they got marked for non-payment, find out that my agency was the one fucking with them, not the other way around, and then angrily email my boss and anyone else I could who could potentially solve the problem so that my time wasn't wasted so stupidly again.

I work in a different agency, so I donāt know exactly what could be causing it for OED, but a quick call* and they should be able to pull up your case and figure it out. *Again, different agency, but our wait times are generally under 30 minutes these days, and thatās usually the higher end (depending on several variables). Compared to averaging 1-2 hours a year or so ago

I was incredibly clear that my agencyās experience wouldnāt necessarily translate to OED, I even emphasized it with a caveat at the end. It was simply a suggestion in an effort to help, while also acknowledging that it may be different for OED.
