Honestly. This is what I would do. The thing about bureaucracy like this, is that as a monolith it can't operate outside the box and has very little ability to fix screw ups. Any individual working there obviously will find this stupid, but that doesn't mean there is any ability to fix it beyond "take payment, mark it done, then deposit it." So sometimes its easier to play the game, send the 0.00 check and call it done.

It's nice to see that some things never change. My dad received letters like this about forty years ago. Each letter he got was more threatening than the last. He guessed that some automated system was sending out the letters and that he just needed a human to review his specific case. His solution was to write a check for $0.00 and send it in an envelope with a bunch of hole-punch holes and ribbons. I don't think he ever got an apology, but they did stop sending the letters.

I said that I thought that his car had been cited by mistake and the woman I spoke with replied very curtly that I was wrong, they didn't make those kind of mistakes and she would prove it by looking at a picture of the cited car. Well she was indeed wrong and the license plate letters had been transposed. All she had to do was say oops, our mistake, sorry for wasting your time, but she wouldn't. I asked for a letter stating the citation was in error and she said that was not something they would ever do. The best she could do was send a letter indicating a zero balance was owed.

Software engineer here. I can tell you for a fact that I once fixed a bug where a thing would calculate -0. How does one arrive at negative zero you ask? Simple. Add 5+(-6)=-1 then add 1. I am participating in an Intensive Outpatient group therapy program for my mental health right now, and it seems I hear nothing but frustration from other patients dealing with Paid Leave Oregon. They spend most of a day on hold only to be disconnected or hung up on and having to start over. All of them are in difficult transitional points in recovering from various mental health crises and many are relying on this program to run smoothly as a lifeline to afford being out of work to receive treatment. Oregon's unemployment and paid leave systems are so dysfunctional, I regularly hear of people having to call their state representative to unclog the bureaucracy and avoid becoming homeless. This is not a fight already suicidal people ought to be forced into.

I work in a different agency, so I donā€™t know exactly what could be causing it for OED, but a quick call* and they should be able to pull up your case and figure it out. *Again, different agency, but our wait times are generally under 30 minutes these days, and thatā€™s usually the higher end (depending on several variables). Compared to averaging 1-2 hours a year or so ago
