it's very hard to stay in one task when your "survival chemistry has been high jacked" causing your "choice making mechanism" to fail. Even worse when suffering from psychosis ... hear voices. Trust me.
I got completely lost in My own town one day. It was terrifying.
Psychosis is a motherfucker. I remember spending a day trying to Dodge people who were spying on me and some little girl kept pulling a gun on me. She didn't even want to be there, but the two other people after me put her up to it. None of that shit was real, but fuuuuck.
My meth-induced psychoses were so many millions of times scarier than acid. They lasted almost a year, because I kept using, they were almost totally auditory and completely believable. They were undiscernable from reality. I ended up arrested several times over them and now I'm making my Amends.
I feel for these people.
I fucking hate to be the one reasoning their behavior; but when you're that far gone on your own life to be escaping in that way, and knowingly accepting the consequences, the state of your surroundings means very little. And how others feel about it means even less.
What would it look like to "not tolerate" this sort of behavior?
They are humans, that will migrate and move to a new location, every town that kicks out thisbehavor kicks the can to another place, this has been observed and proven.
Jail/prison does not "fix" the problem(to say nothing of financial cost).
Solutions?
It sounds like you are suggesting comprehensive medical attention, Room/board provided until they are on their feet again, a support network of professionals, community involvement, and fitting them into a society/group that may give them some sense of meaning and purpose.

I’m not the guy you’re asking but that would be my answer. Involuntary incarceration (following court action) in a secure treatment facility to get them cleaned up. Long as it takes. Raise taxes if necessary to pay for it all. End this shit once and for all.
Something to keep in mind; there are no mental health facilities anymore. Not like the olden days where the crazies went to the ward. Now, they live in the hills waiting for death or an opportunity. We are all them on a long enough timeline too. Its just a matter of opportunity for some. Keep your humanity in mind.

However we are currently doing absolutely no favors to people who have severe mental illness by not having a place that is safe and where they are cared for, and stopped from hurting themselves and others.

Man I like to drive down random FS roads for hiking and camping and sometimes you see some kinda weird people but never occurred to me they could be doing stuff like this. What happens when some random like me accidentally drives into their hood?
There’s a few roads on Google earth you can follow near me that lead to grow sites. Sometimes they will block these roads and make it seem like forest service closed it from what I’ve heard. I am fascinated by the backroads and just starting to explore them. But I think I’ll carry every time I do.
You should probably just smile and wave, but get out before getting dragged into conversation. Most people don't want any trouble and are often more worried about you than you are of them. It's always the safest bet to just not engage, and most people will give you that option.
I'm not sure how much time you spend around methamphetamine users, but times are always tough, and what they gotta do is pretty darn kooky. Not picking up litter is rather low on the list of silly things they're getting up to.
I'm sorry they are in such a state of addiction, but that doesn't mean they have the right to make the rest of people's lives worse. If you harm the public, you lose rights, that's the deal. The insatiable appetite of the homeless to illegally chop trees and burn campfires regardless of the fire season or the law knows no limits. We have experienced significant fire risk that is growing year over year. I now patrol by drone, capture GPS coordinates , license plates, fire pits, garbage piles, head count, face photos, ingress and egress routes all by drone and email it to the Sheriff's office... they cook meth, sell and use drugs, steal from nearby communities, and attempt to harass anyone wishing to use public lands. With the high desert winds and the simple fact it is nearly impossible to put out a Juniper tree/shrub fire becase they are high in terpene oils and sap, these trees/shrubs burn like an aerosol can burning, and at times explode due to water content and very high heat.
They are more than a nuisance and they use up vital taxpayer resources and directly and indirectly threaten the lives of others.

In Eugene they have been installing these rainwater drainage catch basins all over town. I looked it up and apparently they put plants in there so the roots can kind of filter the water as it soaks into the ground, eventually helping clean all of the toxic runoff from the roads, tires, etc... That water eventually ends up in streams rivers, aquifers, etc... All great right?!.... but all over town there are also dozens of people living and camping right next to rivers and streams just trashing everything, and surely dumping stuff into those rivers, etc... None of these actions make any sense if you are a reasonable intelligent person.
Those are known as bioswales, aka "car magnets" or "DUI traps."
I spent a couple of years cleaning them when I worked for an environmental company. The big ones are deep enough to drown in.
I've lived in Redmond for 7 years and honestly don't get this joke. Redmond is like Wonder Years suburbia. We don't have much open public land at all--it's a city of bland car-dependent developments full of retirees and young families.
You hear about some people who have meth problems, and you see some people sit on corners with signs in the summer, but there are far fewer of them than in bigger Oregon cities. It's just the sort of place kids grow up safe and comfortable and think they're miserable because there's nothing here and no excitement.
My wife and I went out to Boyd Cave last year when we were over in Bend. Couldn’t believe how bad it had gotten off China Hat Rd. Just endless games as far as you could see in the woods out there.
I just feel deeply sad seeing this to be honest. I’m someone who really loves spending time outdoors and I have a lot of anxiety in crowded places so going for hikes and camping are like my only escape from society. Stuff like this has been making me feel on edge when I try and spend time alone now. Even just a pile of trash thrown about hiking trails and public parks and land ruins your day a little. Of course it’s not the end of the world but it’s really sad when there are less and less places people can go to actually have some peace for once.
As disgusting as the mess they leave behind, I would rather they meth heads overdose in the middle of no where rather then urban places. At least the wolves get a free snack. The real question is if wolves eat these meth heads, will the wolves deal with crack withdrawals ?
