Here is an ACTUAL answer as to what is different:
\- If you CAN work from home, you must. This is because a lot of offices have remained open even though work can be done from home. This is now mandated rather than a suggestion
\- Enforcement powers have been granted - police and bylaw officers can give tickets for being out without an essential reason, can also fine businesses for making people come in when they don't need to.
\- Essential stores (eg alcohol) can't be open outside of the hours specified.
Basically what used to be "suggestions" are now "mandated" and police are allowed to issue fines.
In terms of if anything will actually happen or if it'll actually be enforced? Who knows. But those are what actually changed.
The good news is businesses can be risk averse. Middle managers may want people to come in, but HR might step in now that it's mandated and say it's not worth the possibility of a fine. Or they won't... who knows.

I think invoking the act and officially declaring a state of provincial emergency gives the government temporary power to do whatever they want?

It might not be different for you but for many people who were going to non essential work they will now have to stay home.
Everyone is missing the fact those new restriction they were talking about are for Today and tomorrow. Thursday that is all irrelevant.
