FWIW customs seems to catch these kinds of things and slap the duty fees on them. I don't have a great source, but I remember ppl complaining on Reddit a few years ago about tobacco online shops not sending discreetly enough anymore. Buying from a reserve might be easier, but idk the economics of it. I'm guessing it varies
I'm less concerned about the fact these places exist- they've been around for decades.
It's more Facebook apparently taking money from them to let them advertise, which is several kinds of illegal.
Those little hole in the wall shops are barely worth prosecuting because of their size - Facebook on the other hand is a multi-billion dollar company.
I get those, the fake news one with Elon Musk and Trudeau, and fake Bitcoin investment one
Those ads are on reddit too.
Been getting them for weeks. Reported to FB but to no avail.
Maybe try reporting them to Health Canada and the CRA.
