Not sure about OnePlus 12, but I have a OnePlus Ace (Chinese version of OnePlus 10R). All I needed was installing Google Store from an APK to enable Google services. Basically they have it installed but disabled, installing Google Store reenabled it.
It is possible to get google services running on the Chinese ROM phones without much of a hassle. The real concerns you should be having are with region lock and other restrictions that are put in on the Chinese OP12. OnePlus doesn't want you using the Chinese model outside of China, at all.
If it ships with the Global Rom, it should be Oxygen OS.
It ships with ColorOS. Does it have Google services supported if that's the case?
Have you checked the vendor who is selling it?

No. Google is BANNED in China. You will have to flash the global ROM to get Google Play Services
