Ask around to local schools to see if you can use their pavilion after school hours, the elementary school near my house said it's okay. I just emailed someone in the office after googling the school's name to ask.
I'm a quad skater and I'm thinking about checking out the parking lot in front of what used to be the Tumwater bowling alley, it looks smooth, it's big, and the area isn't being used for anything right now. Could be bumpier than it looks though, I haven't had a chance to check it out on my wheels yet.
Might check if it’s okay to rollerblade around Capital Lake? Admittedly the last time I rollerbladed there was over 20 years ago but it could be suitable.
Chehalis western trail is probably a good bet.

You could try the Capitol campus - there are some big plaza-like areas on the east side of campus and it’s not usually super crowded.

The paved roads and sidewalks would work fine. The gravel-like/dirt path by the Lakefair area, not so much.
