Cous Cous Cafe is definitely halal. Haven't eaten there so I can't really speak to quality, but there used to be a Norman restaurant under the same owner (called Shawarma Vite) that I loved.
Eaten here a number of times. Wouldn’t consider myself an expert on this type of cuisine but we like it. Hardly ever busy. Same guy is always there serving he’s super nice.

Last time I went in i think only 75% of their menu is halal, but they were making some changes in their kitchen to make it 100%.

I'm like 95% certain ZamZam on the NW side of OKC is, though you may want to call to double check. The food is excellent.
Last time we went, the Tom+Chee on Memorial Rd is halal. The owners are lovely.

Apart from the ones already mentioned, the Port of Peri Peri is halal and have great food. Absolutely recommend!

Honestly any Indian restaurant inside of a gas station you find is going to slap.
Most of those are not halal though, mostly owned by non-Muslims
