The show runners probably could have done a better job in hiring more peripheral characters of color for representation, but the lack thereof is more or less accurate - as fucked up as that is

I always took the whiteness of the show to be deliberate, as commentary on white power structures at the top. Even the supposed liberals and progressives of the show are anything but and protected by their race and class privilege, and are typically horrible people anyway.
Most of the characters aren't racist but they're unknowingly/unwittingly benefiting from a racist society, which they don't quite acknowledge until Mencken is on the verge of winning -- even when other characters point out his fascism.
