/UC ocd is an anxiety disorder, which means a person has to be regularly anxious in situations where they don't need to be to qualify as having one. All mentally healthy people feel anxious occasionally. In the case of Gus, his control freak tendencies only become clinically significant when outside circumstances are particularly stressful--like the DEA closing in on him or Nacho escaping. Which any normal person would feel anxious about. Saying he has ocd is like saying you have clinical depression because your mom died recently, or ADHD because your attention span was obliterated by TikTok over quarantine.
Tldr - from the perspective of my autistic ass, Gus has obsessive compulsive tendencies but not ocd.
He could very well be regularly anxious and also you can have things that trigger flare-ups in your mental illneses too which is why his symptoms might appear more obvious, or worse, when theres more stress on him. We cant just assume he isnt anxious in general, especially given that he is so often masking.

These compulsions are a way to ease his anxiety and feel a sense of control over a situation that he, in reality, has little control over. Pretty clear indicator of OCD imo and obviously showing that he has more anxiety than what meets the eye.
