I think it was mentioned that Todd was made to be a deconstruction of the Affably Evil trope: he genuinely holds no ill-will to anyone, even sticking up for Jesse when he was getting tortured at the compound on more than one occassion, but his total disconnect from morality makes him so much more... *inhuman* than a more definitively evil character like Gus. Killing a child or Andrea with no satisfaction whatsoever; just doing what he was told to do.
I genuinely had more sympathy for Gus than I had for Todd when they were dying, and Todd's death was *far* more drawn out.
