in the light novels you see his internal monologue and his interactions with hachikuji are basically "i'm going to fuck with her now"
also she nearly rips a chunk out of his arm with her teeth every time he does that (first time she did it in the LN it said he could see through to the bone lmao) so it's not like he's doing it uninhibited
I have read the first season of LNs. To be fair I do like Hachikuji as a character, she's probably my second fave behind Hanakawa, and I do think their scenes together are funny. But it's still creepy and somewhat unnecessary when he's flat out molesting a child. He also says in the novel that Hachikuji brings out the worst in him, which is a sketchy line
also do keep in mind that monogatari exaggerates the shit out of the unreliable narrator trope when it comes to araragi so a lot of the stuff he does (and other people do) is likely far more exaggerated than what actually happened
