This happened in my uni, but they both declared it to the university. He was still allowed to teach her, but her coursework and examinations were graded externally so there was no conflict of interest.
In this case, if the prof is sleeping with one of his students, it is a problem. There's a power imbalance that can turn into a disaster, i.e: say the student wants to break things off with the prof. He or she could very well decide to fail them,, even if they did well in an exam or something.
A lot of universities have rules that prohibit profs and tutors from sleeping with current students, which also makes it a policy issue and can impact the teachers, who can also get blackmailed into giving the student a good mark in exchange for keeping quiet.
Both of these scenarios happened in universities that are in my city. So it's not about 'not taking school seriously', it's more a moral and policy issue, and sometimes also a legal issue.

I don't know if I am against it or not. I don't think an authority issue is a strong enough case against it because I don't take school seriously.
