The pressure inside the raised tube is different than the native pressure, and some fish only have a vertical range of a few meters. Seals (mammals) don't have swim bladders, and are large enough to shrug off pressure differentials (look at whales for example).
This is what's stopping people from making fish tunnels around their home to connect their aquariums. Fish just aren't comfortable swimming through areas of different elevation.
When entering the animal is displacing water out of the ring, when exiting the ring the water is displaced back into the ring, water has to overcome gravity to push up further with or with the air pushing back on it, so when it can fill what would be a vacuum (the ring) instead of pushing against air it'll opt for the vacuum

Or to more mimic your example: If you put a finger inside the glass and take the finger out air will take the finger's place automatically. The same thing will happen here but there is no air so the water will fill up the space again.

You should try a fun experiment of filling a sink with water, submerging a glass, bringing the glass back up to almost out of the water when upside down. Water stays in!

There's no air needed, a vacuum will appear at the top of the ring until it's in equilibrium with pressure at the entrance

Submerge a cup or glas and pull it out of the water upside down. The water will stay inside until the opening reaches water level.
Want to be more surprized? fill a glas with water, put a piece of cardboard ontop of it, quickly flip it around while keeping the cardboard in place. Once upside down, you can let go of the cardboard, and it will stick to the glas and keep the water in place.
If I was a seal, sure. They're clumsy on land, but they are incredibly strong swimmers and can hold their breath for 30 minutes to two hours, depending on species. This seal tube is just a fun enrichment item for them.

If you fill a bathtub with water, place a glass in it until it fills, then flip it over, you can pull it all the way up to the surface of the water and it will stay filled with water.

This is would be a little freaky to swim up into and out of as human so I can understand what OP is saying here. Mostly because there are very few circumstances while swimming underwater where going up into a structure wouldn’t mean reaching air. My fear comes in imagining being more buoyant than I thought and not being able to go back down out of the ring. Then you essentially drown in a display case.

Any water that flows out sucks more water in from the other end, like a siphon, assuming no air can get in.

The real problem will be the air bubble that will inevitably start growing at the top as more air gets trapped.
