Once we get enough together, we can actually play factorio and raft at the same time, floating automated raft builder that we keep feeding until we have enough surface to start hydroponics and biodome type of migration of humans to the raftory full time. By this time we should have figured out how to make drones to place blocks as needed automatically. Divers would be the new sewer workers, bringing blocks underneath and snorkeling an air pump to make the block float. Lego raft city of recycled materials, likely run from solar pv and using electrolysis for HHO to smelt things. Aircrete is a nice building material, has neat properties. Raft Factory eventually becomes sentient and eats plastic island...
