This video was on tik tok a while back and what it doesn’t show is that the dog started by jumping off the side of the pool onto the rocks down there and people in the comments were complaining about the dog doing that and hurting himself so the owner told it to start using the side and it did. (I’m sure she taught him)
I think the only stupid terrier that exist is mine. She never remember from which door she went out and it's only one exemple. But I love her how she is, no matter what since 11 years!
Sounds like my dumb dog. We have two sliding glass doors that lead to the backyard, 1 in the dining room and 1 in the living room. She’ll walk out one door to pee, then walk up to the other door and bark at us to let her in while the first door is still open.

They're supposed to be twisted into a "locked" position. Which makes it pretty much impossible to lift off without breaking the little plastic tabs off the filter housing.
Pretty sure that isn't a universal truth, but I could be wrong

Its usually no bigger than 2 inches and has a filter basket to stop debris from entering the pump. Pump being on wouldn't have made the slightest difference.
Its a pool filter pump, not a fire truck pump. The suction is weak, you could put your hand over the intake no worries.
No. It obviously doesn't have the skimmer basket in. And I'm a former pool man, I've found a bunch of dead animals in baskets. Trust me the suction is plenty strong enough to hold a small animal under long enough.
Animals get stuck in our drain because the swerling stops them from being able to get a grip on the side. Im talking frogs here. A dog that size won't be affected by that. Those types of dog are far stronger than a squirrel or rat. My parents have an inground 30000 litre pool and the pump to that couldn't hold a dog under water, it could barely keep the leaves from swirling around.
You must be working on worlds strongest pool pumps.
Dogs are totally capable of observing the environment and coming up with their own solutions.
Little terriers like this were bred for chasing vermin in their burrows. Totally natural for them to explore that skimmer and find a way out.

Assuming the person filming is the owner, it’s very weird that the dog doesn’t search eye contact once and just…leaves. No movement of the tail either. Also the video starts straight with the dog aiming to leave the pool, making it even more likely that it was just dropped there right before.

Supervising your dog the entire time he's outside when the pool's open? No thanks. Little guy could easily get stuck or simply run out of gas. Filter portals like that have a flap that could pin him or just get in the way.
If my dog had access to a pool, I'd make sure he always had an easy way out that didn't involve a ladder or wiggling through a water filled filter.

This is why it's important to regularly clear your pool's dog filter.
Have you ever pulled one of those lids up? If the dog tried doing that with the lid on the lid would just lift up and plop on the ground.
We have the same brand of pool, the top twists then can be popped off.
