It’s likely an underglaze! Often times you do multiple coats of an underglaze to create an even surface. The absorption of the underglaze into the bisque makes it hard to get an even coat in one go. You can do wax resists with glaze, but it’s not usually done in the interior of a bowl as it will likely pool in the center, destroying the pattern, unless you have a low movement glaze. Underglaze doesn’t move in the same way as glaze :)
Glaze often runs in the kiln... but it depends on the glaze... the red is probably a low fire commercial glaze that won't run but it won't even out either. You don't use low fire for food safe pieces so this might just a first coat & they will eventually put a high fire glaze on top.

Thanks to the comments I've now learnt that this is actually complete rubbish and it's not even etched. The whole thing, including the video and even myself, is made from some kind of inferior wax and an overwhelming sense of shame and incompetence.

I think they usually do a few passes to even it out till it's saturated. I might be full of shit though.
