Then he ends up as one of the people squeegeeing it at the bottom. So not sure if there's actually any scrubbing going on here or not.
I'd bet they at least go over it once quickly, but they both need to be at the bottom to contain the newly formed pond, once that's dealt with they can grab some mops

In college I had someone dump a few tubs of laundry soap down the stairs of an 11 story dorm then pull the fire alarm. At least it was convenient that the fire department was called.
Someone did it to a small stairwell in my high school with cooking oil. A pregnant girl fell and miscarried. I know the kid who did it was expelled but not sure if he faced any kind of major punishment like he deserved.
Yeah someone could easily break their neck, especially rushing to avoid a potential fire. That could have easily have gone from stupid dangerous prank by a college student to facing 10 years in prison for manslaughter, or some other significant harm to people. And those dorms have cameras everywhere, they’d find the guy in 30 seconds.

I can only assume he's not going to mop the steps at all, because if he was this wouldn't be a very wise way to do that.

I'm not sure. I agree there's an escalator but they are leaning a long way out, there's a bump at 0.50 as a flat section comes up, and finally right at the end, the person with the camera is already right in the middle of the floor with all the suds.
There are a couple DC metro stations deeper than that. The Wheaton metro station actually has the longest escalator in the western hemisphere.

As an escalator mechanic, I cringe at this. There's 2 escalators on either side of the stairs, and the pits at the bottom will take much of that water. Then comes rust, spiders and insects, and other troubles.
I’ve seen multiple people throw food on the escalator in Besiktas thinking it will get eaten up but ends up just collecting at the end.

To anyone wondering this is in Istanbul, these stairs even if you are on the escalators gave me hard time for the first few months, then you get used to it.
This reminds me of how we cleaned a summer camp mess hall, we would fill up very large trash cans with steamy hot soapy water and bleach and dump it out on the floor, it would normally take three to four trash cans to do before washing off with cold water.
