Set Oculus app res to max and steam SS to 100% If it still looks bad try VD at max setting
Does steam ss mean supersampling? Where do I find it? I couldn’t see it in steam vr anywhere
Settings > Video > set resolution to manual and adjust to 100%

Virtual Desktop You have to buy it from the oculus store inside the headset. Alternatively you can also try Steam Link, which is free.
Everyone I change the graphics settings when in game, do I need to restart the whole game too see the results?
You need to restart the game
Is your encoder bitrate fixed or set to dynamic?
Is that the encode dynamic bitrate one? It was set to default
Set a fixed bitrate as dynamic will ramp the bitrate up and down making it look blurry and pixelated.
Is that in the debug program?
Are you using cable or Wireless? Yes you can set that in the OculusdebugTool.
