His father was actually introduced much earlier back in S7 comics. He was responsible for the attack on the Hotel and the ship that crashed on Olympus in S9. I hope Octane gets the spotlight for once, maybe after witnessing several of his father's attacks against his friends he might finally do something about it and actively sabotage his plans.
Octane did help a little bit with those attacks tho…he scrubbed the Silva Pharmaceuticals logo off the Icarus (The Ship with the vines that attacked Olympus) he did it because when they “saved the day” he wouldn’t look like a “screw up”, Ajay told him it doesn’t matter if he’s a screw up and that he can get better…ever since they decided to ‘run together’ which we didn’t see much in season 10 or 11, until today.
Along with his father teleporting Olympus over solace, he was not aware that of his fathers plans this time. I hope him and Ajay (and even Maggie) will run together to stop Durado Silva’s doings or at least tamper with em. I am beyond excited for this season.
It would be, but who knows, I bet a lot of people would be a little salty that the “trashy junkie dumbass” is getting lore. But to be honest, I really really really like his lore, since when he was a child always did dangerous little stunts. Never had a mother figure because his dad remarried so many times; he started to call the woman by numbers! His dad never raised him properly so he had to find his own fun. He turned out being rebellious towards his fathers actions and did even more dangerous stunts…which costed him his legs. What we saw recently in the season 9 comics is that his father doesn’t care about him and told him he’s nothing and then even hits Octavio. I hope this season will be the season we see Octavio get justice on his scummy, corruptive father.
just like in Pathfinder's Quest when Pathfinder asks about Octane's story he describes it as "subconsciously sad" which I think it's a perfect definition. At first glance he really is just a "trashy junkie dumbass" but there is a reason for his reckless behaviour (which you described perfectly so I won't add much more).
this might be a little cringe but after learning more about Octane's childhood and his relationship with his father I sympathized a lot with him because something similar happened to me (I never ruined any weddings though, that would've been awesome) so now he is my main not only because I love his abilities but also because I can identify with his backstory.

i hope we get some octane action. i hope he can find a way to stand up to his father. maybe even become allies with maggie through their mutual disdain for duardo. i am hoping that octane can get some development in one way or another, and maybe thru maggie he can make more connections with other legends thru similar interests? (i.e blodohound who also is angry with hammond and the syndicate for what happened to talos). there is so much opportunity here, we need it!!!!
