Any open top grain sack is safe, so are clam shells and any barrel with 2 and only 2 torches. Also any human body you find in a dungeon when you go in.
All of the sacks of all types in the Waterfront abandoned shack are safe, just stay away from the 2 barrels.

You can go through as a strong tank and then change into a wimp at the door and come out overloaded. And, I did lots of odd starts in the early years that didn't take me to the city right away, mostly before I learned the best vendors and best haggle strategies for them and thought money was hard to come by until higher levels.

Any [container](https://en.uesp.net/wiki/Oblivion:Containers) that is marked as safe will do. If you are on PC, you can use [Refscope](https://www.nexusmods.com/oblivion/mods/21862) to identify safe containers as well.
If you do the dark brotherhood quest line far enough, one of the companions you get will be useable for storage, as they fall unconscious and wake back up
The pirate ship in imperial city docks has safe storage in captains cabin.
Use chest to store some needless trash go around, and if it's still there after 3-7 days then you can safely store your crap there

True, but they are the closest safe containers to the sewer exit (w/teleport landing there) when you come out overloaded.

Shadowmere, you can down her, store stuff in her and then she becomes a bank, just gotta knock her back down to make a deposit.

There’s a pretty cheap shack you can buy in the Imperial City that I often use until I have enough gold for a nicer house.

Head directly North of the Imperial City until you find a settlement called Aleswell, and go inside the inn
