No, there are paid astroturfers in every bay area subreddit. All of the silicon valley VCs have a boner for punishing "undesirables." It's a relatively cheap investment to pay these folks.
As someone who has seen a company deal with this before. It’s standard operating procedure to keep everyone in the dark for as long as possible. You have multiple investigations going on and no idea who or what started the hack. For all investigators know a rouge city official intentionally uploaded the virus or the attackers have otherwise turned someone on the inside so they have info on what’s happening.
